A Letter from the Chairman

Dear Contributors,

As 2009 comes to a close, I want to thank each of you for your support of BUILD-PAC and your willingness to protect our industry. I am grateful to all of you for working with me to reach our goals and I am proud to see the unity and strength shown by members during these trying times.

I would like to take this time to say a special thank you to John Miranda for continually going above and beyond in his responsibilities as Platinum Club Chair and Trustee. John has help to lead the charge in both fundraising and grassroots.

Although our industry faced uncertain times in 2009, there were shining moments. The housing industry started to see growth and celebrated a legislative victory in the extension and expansion of the First Time Homebuyer Tax Credit. As Congress continues to move ahead with crucial legislation that will affect each and every one of us, we must ensure that NAHB has the tools for BUILD-PAC to effectively defend and promote our industry in Washington.

Serving as your Chairman has been an amazing experience and I feel richer for having had the chance to meet so many of you. It has been a pleasure to work with my fellow Chairs and Trustees. I look forward to seeing you all at future meetings. I wish you good health and prosperity.

Legislative Update

As we wrap up 2009, we can put a bow on an extremely active and successful year for NAHB’s legislative advocacy. As you know, this year has been one of big challenges for our industry and our efforts on Capitol Hill have focused on helping the industry recover from the worst downturn since the Great Depression. The bolstered Democratic majority in Congress and President Obama acted swiftly to pass economic stimulus legislation and shore up the American financial system. While the jury is still out on the long-term success of their efforts, we can be assured of one thing: Congress and the administration will continue to legislate aggressively. Whether it is building code requirements in climate change legislation, housing finance reform, card check, health care reform or immigration, the NAHB Government Affairs team and BUILD PAC will be there every step of the way. The challenges our industry face will remain in 2010. Now, more than ever, BUILD PAC is needed to ensure we elect pro-housing candidates that will work for or defend the housing and home building industry.

Please take a look at some of the highlights of our 2009 legislative campaign and issues that we will continue to work on in 2010:

Created the $8,000 first time home buyer tax credit, one of the most successful aspects of the economic stimulus bill;
Extended and expanded the home buyer tax credit to April 30, 2010 (June 30 for closings), and created a new $6500 credit for move up home buyers;
Established a Net Operating Loss carryback deduction for small business and then expanded the Net Operating Loss carryback to all businesses, so businesses can weather the economic downturn;
Stopped legislation that would have allowed federal bankruptcy judges to arbitrarily change the terms of home mortgages;
Successfully stalled onerous wetlands legislation that would make virtually all water bodies is the U.S. subject to federal permitting requirements;
Successfully halted efforts to repeal the mortgage interest deduction on certain taxpayers in order to pay for costs associated with health care reform legislation;
Working to stop onerous provisions in health care legislation including provisions related to employer mandates and increased taxes on small business;
Continue to work to defeat the creation of a national energy code contained in pending climate change legislation;
Working to extend important housing-related tax programs, such and the Low Income Housing Tax Credit “exchange” program and the new home energy efficiency tax credit;
Working to repeal or significantly reduce the impact of the “death tax;”
Laying the groundwork for the upcoming debate on housing finance reform, including reform of Fannie Mae and Freddie Mac; and
Battling immigration reform efforts that seek to redefine the contractor-subcontractor relationship with regard to employment verification liability.

Fundraising Overview

BUILD-PAC has worked hard in 2009 to build the base, as well as grow the PAC. These efforts have come several forms, including contributor clubs, state hosted fundraisers, direct mail, fundraisers held at board meetings, the Harley Davidson Premium, The Associate Drive, and the Trustee Campaign 2009. Through these efforts we have recruited and educated new members about BUILD-PAC and ensured that BUILD-PAC remains a strong voice on Capitol Hill. Below is an overview of each of these efforts.

Major Donor Clubs - BUILD-PAC has long supported the contributor club program. Members of NAHB can contribute at a certain annual club level, and as a thank you receive special recognition and benefits for their outstanding support. These club levels are the Capitol Club ($5000), the Platinum Club ($2,500), the Gold Key Club ($1,000), the Dollar a Day Club ($365), and the Century Club ($100).
State Hosted Fundraisers - BUILD-PAC Trustees as well as State and Local Association staff host BUILD-PAC fundraisers to help educate and recruit members to BUILD-PAC. This is a great way to educate members on the state and local level about the importance of supporting BUILD-PAC and federal candidates who support our industry. This year at the urging of BUILD-PAC Chairman Steve Cates the following states hosted new fundraisers: Texas, Alabama, and Oklahoma!
Direct Mail - BUILD-PAC has sent information to members of NAHB educating them about important issues that are being debated in congress that effect each of us. These direct mail pieces informed members about climate change legislation as well as the extension and expansion of the home buyer tax credit.
Fundraisers Hosted at Board Meetings - At the 2009 Fall Board Meeting both major donor club events were opened up as fundraisers to recruit new members to contribute to BUILD-PAC. NAHB members who were not current members of the Capitol Club, Platinum Club, or Gold Key Club were given the option to make contributions and attend one of these club events.
The Associates Drive - As they do every year, the Associates Council conducts an Associates Drive to recruit new members of their council to contribute to BUILD-PAC. Once again the Associates hard work and dedication has paid off as they have had another extraordinarily successful year.
The Harley Premium - At Fall Board 2009 BUILD-PAC announced the Harley Premium. Members of NAHB were giving the opportunity to purchase a chance to win a Harley Davidson Sporster at the 2010 IBS in Las Vegas with a contribution of $100.
Trustee Campaign 2009 - Trustees from across the country signed up to renew past members of BUILD-PAC, recruit new members and sell opportunities for the Harley Premium. Trustees are reaching out to members by calling, making pitches at their local and state meetings, and setting up events!

State Fundraisers

As always a large portion of BUILD-PAC fundraising took place at State Fundraisers. Trustees and State and Local Associations across the country took on the responsibility of hosting a fundraiser in their state to recruit new members of BUILD-PAC and educate them on its importance. BUILD-PAC would like to thank members of NAHB and State and Local staff for their hard work in putting together these events and reaching out to members of their associations. These events are a vital part to building the base of BUILD-PAC. BUILD-PAC would like to take this time to thank those states who hosted fundraisers:

Major Donor Club Benefits at the 2010 IBS

Capitol and Platinum Club Suite

Members of the Capitol and Platinum Clubs will have access to the Capitol and Platinum Club suite at IBS this year. The suite will be located in room N120 of the Las Vegas Convention Center. The suite will be open during the following times:

Monday January 18^th 7:00 am – 5:00 pm
Tuesday January 19^th 7:00 am -5:00 pm
Wednesday January 20^th 7:00 am -5:00 pm
Thursday January 21^st 7:00 am -12:00 pm

Capitol Club and Platinum Club Sedan Service

Capitol and Platinum Club members will receive sedan service at IBS from McCarran airport to their hotel and from their hotel to McCarran airport, members will be receiving information about this shortly.

Capitol Club Opening Ceremony and Parking Pass

Capitol and Platinum Club members will also receive a complementary parking pass for IBS and two tickets to the opening ceremonies on Tuesday January 19^th. Gold Key Club Suite

Gold Key Club members are invited to grab a snack and a drink at the Gold Key Club Hospitality Suite while attending IBS. The suite will be opening on Monday, January 18th, from 7:00pm – 5:00pm until Thursday, January 21st, at noon. Major Donor Club Events the 2010 IBS

2010 IBS Capitol Club Event

This year’s IBS Capitol Club Event will be taking place at Aureole in Mandalay Bay on Tuesday January 19th, from 7:00pm - 10:00pm. Club members and their guest will have the opportunity to enjoy Aureole’s world renowned cuisine while dinning in one of Las Vegas’ trendiest restaurants. This is an event not to be missed.

2010 IBS Gold Key Club and Platinum Club Event

The Gold Key and Platinum Club Reception will be held on January 19, 2010 at Mix Nightclub in Mandalay Bay from 7:00pm - 10:00pm. This will be a great event as Mix is one of the hottest night clubs in Las Vegas. This will be a ticketless event and the attire is business casual.
