Housing Stimulus Legislation Revisited After Recess
The House completed the majority of its work on the stimulus bill during the early portion of the month. Unfortunately, an obstacle arose after Senator John Ensign (R-NV) successfully attached an amendment to the legislation containing an expansion of energy tax incentives, compromising completion before the July 4th recess. This amendment raised cost concerns, ultimately bringing the bill to a halt.
A final Senate vote on the bill may occur as soon as late today, but may take longer. Once the Senate approves the bill it will send it back to the House for further changes. The hope is that the changes made by the House will reflect a final agreement with the Senate and that the Senate can then dispense with the bill quickly following House passage. The bill could then go to the President’s desk before the end of July and the August Congressional recess.
