National survey lists Top 10 second home markets

across the United States. Capitalizing on the growth of the boomer population and its demand for second homes, San Francisco Bay Area-based EscapeHomes, which matches second home buyers and sellers with vacation home agents and other affiliated segments of the industry, recently compiled a list of up-and-coming second home markets based on the interests of second-home buyers.

EscapeHomes' Top 10 Emerging Second Markets, listed in alphabetical order with the closest metropolitan market, were:

  1. Burnside, KY — Lexington, Frankfort, KY; Nashville, Knoxville, TN
  2. Caribou, ME — Quebec, Canada
  3. Ely, MN — Duluth, Grand Rapids, MN
  4. Island Park, ID — Bozeman, MT; Jackson, WY
  5. Ketchikan, AK — Juneau, AK; Seattle, WA
  6. Lake Martin (Alexander City) — Birmingham, Montgomery, AL; Atlanta, GA

When looking for second homes, buyers wanted homes that were affordable and good investments, since many use homes as part of their overall retirement portfolio. These buyers prefer second homes conveniently located to major metropolitan areas and that offer security or solace.

Boomers aren't ready to downsize their homes

as their children reach adulthood, according to a recent report from the Joint Center for Housing Studies. Harvard's State of the Nation's Housing 2003 noted that while half of the oldest boomers (ages 45 to 54 in 2000) moved during the 1990s, they usually moved into newer homes with more amenities.

Over the next decade, the share of older boomers that move is expected to decrease to about 35%, but their sheer numbers mean they will play a huge role in home-buyer markets. Also, while younger boomers (ages 34 to 44 in 2000) will account for a smaller share of movers from 2000 to 2010, they will remain a major source of demand.

Among the other findings:

  • The number of married couples over the age of 55 with adult children living at home is high. As of 2002, 15% of married-couple households in this age group included an adult child, with 11% of 25- to 35-year-olds still living with their parents.
  • Mortgage debt among older homeowners is at record levels. Only 41% of homeowers ages 55 to 64 in 2001 had paid off their mortgages, compared to 52% in 1989. After adjusting for inflation, the median mortgage debt nearly doubled from $28,158 in 1989 to $55,869 in 2001.
  • While they haven't matched the level of wealth as their parents, boomers stand to inherit record amounts over the next two decades. Because many boomers plan to stay in the workforce longer than their predecessors, they will have more time to build wealth. With record incomes and rising wealth, boomers likely will invest even more in housing than earlier generations in their pre-retirement and retirement years.

New FCC rules on fax communications are serious business

and will have a significant impact on the daily operations of companies nationwide, including trade organizations like NAHB. The rules, which will become effective on Jan. 1, 2005, prohibit virtually any commercial fax without obtaining explicit, prior written consent of the recipient. They apply to any material advertising the "commercial availability or quality of any property, goods, or services," — a broad definition that can include anything from securing bids to circulating your company's marketing materials. Tax credits for energy-efficient home construction

are a big step closer to reality now that the Senate has passed comprehensive energy legislation that includes these builder incentives. The bill passed with considerable bipartisan support just before lawmakers headed home for their August recess. With companion legislation having passed in the House in April, a conference committee should be able to start hammering out differences in the two bills this fall. A key NAHB-supported element within the Senate's bill not mentioned in the House legislation is a tax deduction for energy-efficient multifamily housing.

Here's what's in each bill:

Senate version:

  • A $1,250 builder tax credit for homes built to exceed the 2000 International Energy Conservation Code by at least 30%.
  • Up to $300 tax credit for consumers who undertake qualified remodeling projects that improve energy efficiency.
  • $2.25 per square foot tax deduction for builders of multifamily housing that exceeds ASHRAE standards.

House version:

  • $2,000 tax credit for builders of homes that meet the same energy efficiency criteria as under the Senate bill.
  • Up to $2,000 tax credit for consumers who undertake projects to reduce energy consumption of existing homes.
